With the adoption of Regulation (EU) 2024/3110, which establishes harmonized rules for the marketing of construction products and repeals Regulation (EU) 305/2011, the construction sector is entering a new era marked by sustainability, digitalization, and alignment with European goals for a greener and more circular economy.
Regulation (EU) 2024/3110, adopted on November 27, 2024, introduces several significant innovations in the construction products sector, including:
- Promotion of the Green and Digital Transition: The regulation encourages sustainable practices and digitalization in the construction sector, aiming to reduce the environmental impact of construction products and promote energy efficiency.
- Introduction of the Digital Product Passport: It establishes the creation of a digital passport for construction products, facilitating access to detailed information about their characteristics, performance, and compliance.
- Focus on Reuse and Remanufacturing: It promotes the reuse and remanufacturing of construction products, fostering a circular economy and reducing waste in the sector.
- Sustainability Criteria in Public Contracts: It allows public entities to use sustainability criteria when selecting suppliers in public procurement procedures.
This regulation comes into force 20 days after its publication in the Official Journal of the European Union, with most provisions applicable starting January 8, 2026. However, some specific articles and annexes will apply from January 7, 2025, and others from January 8, 2027.
These changes aim to harmonize the rules for marketing construction products in the European Union, promoting sustainability, innovation, and transparency in the sector.
